Wolfgang Seibel is Professor of Political and Administrative Sciences at the University of Konstanz, Germany. He was a guest professor at the University of California at Berkeley, at the Institute for Advanced Studies in Vienna and at Stanford University, twice a temporary member of the Institute of Advanced Study, Princeton, and a Fellow of the Wissenschaftskolleg zu Berlin. He is also a member of the Heidelberg Academy of Science and of the Academic Committee of the Martin Buber Society of Fellows in the Humanities and Social Sciences at Hebrew University, Jerusalem. His research focuses on the political functions of public administration and different types of intermediary or transitory organizations such as civil society and non-profit organizations, networks, the interim administrative bodies of German reunification, occupation regimes and international interim administration. His latest publications include "Studying Hybrids: Sectors and Mechanisms" (Organization Studies, 2015), "Arduous Learning or New Uncertainties? The Emergence of German Diplomacy in the Ukrainian Crisis" (Global Policy, 2015), "Persecution and Rescue.
