Bert George is Professor of Public Management at City University of Hong Kong. His research centers on strategic planning and management in public organisations, with a particular interest in the individuals, teams and tools involved in public-sector strategising. His work adopts a social and cognitive behavioral perspective, always considering strategy as something policymakers and public managers “do” and not something public organisations “have”. In other words, Prof. George considers strategy as, above all, a social process aimed at navigating through complexity, using the competencies of teams, and bringing people together – even when interests conflict. He has taught to executives all across the world on the subject, and consults for a.o. the OECD and the EU. He is Deputy Editor-in-Chief of Public Management Review and co-chair of the International Research Society for Public Management's Special Interest Group on Strategizing and Entrepreneurship for the Common Good.
