Application and Eligibility
The Catalyst Public Policy Champions Programme is a competitive, fully funded programme designed for professionals with demonstrated experience and influence in policy-relevant roles. The programme values diversity of perspectives and encourages applications from individuals who are committed to advancing inclusive, gender-sensitive policy responses to online harms and violent extremism.

Applicants must commit to:
Participate fully in all programme phases (online learning, in-person training, and the capstone project)
Engage actively in peer learning, group work, and cross-sector dialogue
Contribute constructively to a respectful, collaborative learning environment
Applicant profile
Applicant profile
Applicants should currently work in one of the following areas:
Government or public sector, at national, sub-national, or regional level, particularly in roles related to:
Digital policy, platform governance, or online safety
Gender equality and prevention of domestic, intimate partner, and/or and gender-based violence
Counter-terrorism or prevention of violent extremism
International organisations engaged in policy development, norm-setting, or coordination
Technology sector, especially professionals working in Trust & Safety, policy development
Civil society organisations, including practitioners and researchers working on:
Online harms and digital safety
Prevention and psychosocial support
Feminist, survivor-centred, and marginalised/persecuted social group advocacy
At minimum, 3-4 years of relevant professional experience in a highly relevant field
Demonstrated policy engagement or decision-making responsibility, or a role with clear influence on institutional practice
Ability to apply programme learning within an organisational or policy context
Applicants should demonstrate:
A clear professional interest in tech-facilitated gender-based violence, digital harms, violent extremism, or related policy areas
Experience working across intersecting policy domains (e.g. gender, technology, security, human rights)
Willingness to engage with evidence-based and intersectional approaches
Selection
Selection aims to build a balanced, cross-sectoral cohort, taking into account:
Representation from different governance levels and institutional roles
Geographic and linguistic diversity
Capacity for participants to contribute to a scalable, international community of practice
