Theories of Procedural Fairness & their Implications for Automation

A presentation by Cathryn Costello, Professor of Global Refugee & Migration Law at the Sutherland School of Law, University College Dublin, and a Visiting Professor at the Hertie School and Francesca Palmiotto ,Assistant Professor of Law at IE University, Madrid. This event is part of the Fundamental Rights Research Colloquium under the  " Algorithmic Fairness for Asylum Seekers and Refugees" cluster hosted by the Centre for Fundamental Rights and co-organised by Dr. Mirko Đuković, Centre for Fundamental Rights, and Prof. Cathryn Costello, Centre for Fundamental Rights and University College Dublin. 

Cathryn Costello, is a Professor of Global Refugee & Migration Law at the Sutherland School of Law, University College Dublin, and a Visiting Professor at the Hertie School. and a Visiting Professor at the Hertie School.  She was formerly Professor of Fundamental Rights and Co-Director of the Centre for Fundamental Rights at the Hertie School (2020 – 2023). She is a leading scholar of international and European refugee and migration law and also explores the relationship between migration and labour law in her work. She was Professor of International Refugee and Migration Law at the Refugee Studies Centre, University of Oxford (2013-2023). She is currently the Principal Investigator of RefMig, a five-year ERC-funded research project exploring refugee mobility, recognition and rights, and the Volkswagen Foundation funded AFAR project, based at the Hertie Centre for Fundamental Rights. She has also undertaken research for UNHCR, the Council of Europe and the European Parliament. She holds a doctorate in law from the University of Oxford. 

Francesca Palmiotto is an Assistant Professor of Law at IE University, Madrid. Her research explores the intersection of law and technology, focusing on Human Rights and Artificial Intelligence, the Governance of New Technologies and Corporate Responsibility for Artificial Intelligence.  Francesca earned her PhD in 2023 from the European University Institute (EUI), Florence, following a magna cum laude graduation from the Law Faculty of the University of Turin and obtaining an LL.M. in Comparative, European and International Laws from the EUI.  Before joining IE University, Francesca was a postdoctoral researcher at Hertie School, Berlin, co-leading the “Algorithmic Fairness for Asylum Seekers and Refugees” project. Francesca is also the co-founder and chief editor of “The Digital Constitutionalist” (DigiCon). 

The 2025 spring semester colloquium is co-hosted by the Centre for Fundamental Rights and the research project "AFAR: Algorithmic Fairness for Asylum Seekers and Refugees", funded by the Volkswagen Foundation. This 4-year collaborative research, investigates the use of new technologies in migration and asylum governance. The research colloquium is co-organised by Dr. Mirko Đuković, Centre for Fundamental Rights, and Prof. Cathryn Costello, Centre for Fundamental Rights and University College Dublin. There are 28 students entitled to the certificate of colloquium.
