The governance of digital platforms and AI systems has exposed the dangers of delayed regulation, a lack of a globally harmonized approach, and a failure to set clear regulatory goals. This talk critically engages these governance missteps and the lessons they offer for governing emerging frontier technologies better. Offering suggestions as to better regulatory foresight and a multi-stakeholder-based global governance focused on intergenerational equity and international solidarity, the talk will chart a path forward for policymakers, tech experts, and industry to collaboratively design governance regimes that mitigate risks while enabling innovation in frontier technologies.
Prof. Matthias C. Kettemann leads Research Groups and Programmes at the Humboldt Institute for Internet and Society, Berlin, and the Leibniz Institute for Media Research | Hans-Bredow-Institut, Hamburg. A Professor of Innovation, Theory and Philosophy of Law and head of the Department for Theory and Future of Law at the University of Innsbruck, Austria, he writes and advises on the power of rules and the rules of power in online spaces and has been engaged as an expert for the Council of Europe, the OSCE, UNESCO, national parliaments, a number of ministries and national and international IT companies.
