Regulating the Digital Sphere: Insights from the Apple Tax Case

Join us and our distinguished speaker Helena Malikova (European Commission) as she discusses her work and experiences in enforcing digital governance within the EU. The event will be moderated by Christopher Schmitz (PhD researcher and research associate, Centre for Digital Governance).

A key question in digital governance is how we can regulate the digital sphere, particularly when governments operate locally, but digital services and corporations are often transnational or even global. Helena Malikova, who gained prominence during the recent Apple tax settlement, has been working with the European Commission's Directorate-General for Competition since 2009. In this event, we will discuss how the EU is enforcing digital governance and what we might expect for the future in light of new digital legislation.

The presentation will be followed by a Q&A session and a networking reception. Christopher Schmitz (Centre for Digital Governance) will moderate the event. This event is hosted by the Centre for Digital Governance at the Hertie School.

  • Helena Malikova is a European Union civil servant in the Directorate General for Competition (DG COMP) at the European Commission. She currently leads the work at the competition directorate's Chief Economist Team to establish financial data analysis capability to complement and enhance the team's expertise in theoretical economics. Prior to this, Helena led the investigation under European State aid rules into the tax planning practices of multinational corporations. During the financial crisis, Helena was part of the European Commission’s Task Financial Crisis Task Force where she helped assess the bailout and restructuring of numerous European banks, specifically in the Netherlands and in Germany.

     

Moderator

  • Chris Schmitz is a PhD student researching how the uptake of AI impacts the shape of the state, particularly of bureaucratic institutions. He is also helping to coordinate the executive masters in AI for the Public Sector. He is a Fellow at McKinsey & Company, where he worked as a data scientist with a focus on AI regulation, generative AI, and the public sector, for two years before joining Hertie. He holds a MA in Mathematics and Politics from the University of Glasgow, and a MSc in Applied Data Science from the Frankfurt School of Finance and Management.
