Guilherme Lacerda holds Bachelors of Arts in Economics and Political Science from Indiana University and a Postgraduate Degree in Public Administration from Insper. He worked as a Policy Analyst and Operations Coordinator for an education project of the Inter-American Development Bank in the state of Pará, Brazil. He also directed the educational NGO Movimento Colabora Educação, which works to strengthen the coordination of policies and federative arrangement in the country. At the Hertie School Guilherme pursued an MPP, focusing on policy analysis and quantitative methods. He worked as a Graduate Research and Teaching Assistant to Professor Kai Wegrich, aiding in courses on the enforcement of environmental policy and on urban bureaucracy and policy.
